ABOUT THE POSITION

The Riverside County Information Technology Department (RCIT) has an exciting opportunity for Senior IT Project Manager to support their Enterprise Applications Bureau.

Senior IT Project Managers act as liaisons in leading and manage all aspects of information technology projects, ensuring governance process adherence, project continuity, and stakeholder management with responsibility for developing project budgets, monitoring performance against financial parameters, and reporting on project status. This class is distinguished from IT Project Manager by the number, size, and complexity of the projects managed and the amount of discretion exercised over technical issues, problems, and resolutions.

The Senior IT Project Manager will manage and lead enterprise software IT projects from initiation through their completion, which involves coordinating a large team of professional and technical staff, consultants, and other resources. Project management responsibilities will include interacting with vendors and various internal and external stakeholders at different levels of the organization; managing several moving project parts simultaneously; and conducting risk mitigation throughout the project life cycle. The successful candidate will utilize leadership skills, project management fundamental structure skills, sound judgment, and discretion to influence project teams and overall project success positively.

Candidates must have advanced knowledge in capturing and documenting business processes and requirements from end-user input (for new and or existing systems) and documenting and delivering project-related documents. The ideal candidate will have great communication skills, strong organizational skills, and excellent time management skills. Project Management Professional (PMP) certification is preferred. The Senior IT Manager must know how to build and motivate high performing teams while being a team player themself who embraces change, has a readiness for problem solving, and is passionate about delivering legendary products and services.

The Senior IT Project Manager will have to option of working a hybrid remote and in-office schedule.

Meet the Team

RCIT is a full-service provider of IT services including communications, development, security, infrastructure, desktop support, helpdesk, and datacenter services. Comprehensive systems support is also offered for email and messaging, smart phones, tablets, expert technical support, and production and test environments.

EXAMPLES OF ESSENTIAL DUTIES

Direct, review and approve the preparation of project plans, managing all aspects of IT projects, including monitoring scope, milestones, dependencies, costs, and benefits through lifecycle.
Serve as the project lead over large information systems projects requiring the support of multiple staff and the procurement/utilization of significant resources; provide professional leadership, supervision and support for systems design and development projects.
Plan and oversee multiple projects to completion; identify scope and objectives; identify deliverables and establish schedules and timelines; assign work to project teams.
Develop, coordinate and monitor project budgets and resources; monitor vendor performance to ensure compliance with County standards and specifications; prioritize and schedule major activities to ensure the most effective use of staff and equipment.
Collaborate with clients to define project scope and review project activities, recommendations and outcomes; coordinate the use of project resources based on project specifications; coordinate and communicate with end users, management, staff, and vendors on project issues and status.
Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards; develop project work plans and schedules; monitor project resources including staff time, vendor work and finances.
Provide professional leadership, supervision and support for systems design and development projects.
Manage and review project budgets and schedules and prepare progress reports to ensure compliance with project scope and agreement provisions; ensure that multiple projects are delivered on time, within budget and to customer specifications.
Identify and highlight risks and issues within the project and escalate appropriately; devise effective mitigation and escalation strategies for projects to address risks and issues.
Manage, coordinate, plan, direct, and review the work of project personnel in all phases of work; define schedules for project implementation.
Analyze alignment of project proposals to County objectives and strategies.

MINIMUM QUALIFICATIONS

OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in computer science, information systems, management, business administration, or closely related field to the assignment. Possession of a Project Management Professional (PMP) certificate from the Project Management Institute (PMI) is preferred.

AND

Experience: Five years of project management experience with two of those years at the level of a project lead or supervisor over multiple significant and complex technology projects.

OPTION II

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in computer science, information systems, management, business administration, or closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education). Possession of a Project Management Professional (PMP) certificate from the Project Management Institute (PMI) is preferred.

AND

Experience: Five years of project management experience with two of those years at a level that is comparable to an IT Project Manager with Riverside County.

OTHER REQUIREMENTS

Possession of a valid California Driver's License is required. The Senior IT Project Manager will travel to project sites.

A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

Knowledge of: Project management principles, methods and techniques such as organizing and managing a project, developing schedules, identifying critical paths, breaking down a project into individual tasks and delegating assignments to project staff; advanced principles, methods and techniques used in designing, developing, testing and implementing information technology systems; advanced methods and techniques of evaluating business requirements to provide technology solutions; principles, methods and tools of quality assurance and quality control; government contracts, budgeting and purchasing processes.

Ability to: Coordinate and administer large, complex information technology projects; plan, organize and direct the work of technical experts; manage and administer program budgets; prepare or direct the preparation of complex plans, specifications and comprehensive reports; perform difficult technical research, analyze situations accurately and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans for complex IT projects and/or programs; analyze project management problems and develop implementation plans to effect changes; gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following

A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual)

0< 3 year = 80 Hours (10 Days)

4< 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
