The City of Riverside, Public Utilities Department (RPU) is accepting applications from current employees for the position of UTILITIES STRATEGIC INITIATIVES MANAGER - Non-Classified* to fill one (1) vacancy in the Strategic Initiatives Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (12) months.

Under general direction, the Utilities Strategic Initiatives Manager will plan, direct, supervise, and review a wide variety of project addressing advanced and new technology integration, unique utilities initiatives and oversee monitoring, comments on, and coordination of a variety of regulations affecting the entirety of the utilities. This position will coordinate work efforts across the utilities and city departments; provide professional and technical staff assistance; and do related work as needed and assigned.

  • This position is designated as Non-Classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.
  • The job classification being used is Utilities Power Resources Manager (Non-Classified). UTILITIES STRATEGIC INITIATIVES MANAGER - NON-CLASSIFIED* is a working title to reflect the current, specific need.
  • For positions indicating a salary range from 1N – 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.

Regardless of the assigned area, typical duties may include, but are not limited to, the following:

  • Participate in the development and implementation of goals, standards, objectives, policies, and procedures.
  • Evaluate potential opportunities for power supply acquisition/optimization and power project participation; negotiate and administer contracts with various wholesale market participants to optimize power supply opportunities and resolve power supply issues.
  • Supervise and participate in negotiation, development, and administration of contractual arrangements for electric resources.
  • Serve as departmental representative on City and project committees, power agencies, reliability councils, and industry associations.
  • Provide and defend sworn testimony related to wholesale power supply matters affecting the department.
  • Supervise the preparation of reports and graphic displays for presentations to the Board of Public Utilities, City Council and regulatory agencies.
  • Supervise and coordinate selection of professional consultants and their activities related to Division activities.
  • Select, supervise, train, and evaluate professional, technical, and clerical staff.
  • Develop and implement procedures to effectively carry out optimization of the City's power resource, transmission, and load portfolios within acceptable risk and policy standards of the City.
  • Travel on a regular basis, as required, to receive training, develop and maintain industry relationships, influence market development, participate in legislative and regulatory matters, and provide and defend testimony before regulatory agencies.
  • Develop relationships with existing and potential counterparties to enhance the City's ability to function effectively in wholesale power supply markets.
  • Participate in development of utility policies, resource planning, resource evaluation and development of operating and risk management procedures and practices.
  • Coordinate with staff and executive management to keep apprised of utility needs, interests and policies, and to communicate status and industry developments.
  • Evaluate, plan and manage City participation in various joint agencies and related activities, represent the City in joint resource development projects, manage City development of power supply projects, supervise and coordinate related activities of staff representatives.
  • Assist in preparation and administration of division budget.
  • Prepare and present to executive management periodic reports of transaction performance and market conditions.

In addition, typical duties may include, but are not limited to, the following when assigned to the designated area:

Strategic Initiatives area

  • Oversees the development of non-traditional projects and partnership opportunities that create a nexus between the Utility, customer and community goals with a focus on sustainability, climate change, environmental justice, and equity.
  • Develop and drive strategies and customer programs and partnerships to link energy efficiency (EE) programs with demand response (DR), demand side management (DSM), renewables, energy storage (ES) programs, water conservation and community sustainability efforts.
  • Conduct market research and evaluate market survey data and identify potential opportunities for integrating new demand response, demand side management, energy storage and water conservation programs into the utility’s supply side resources.
  • Facilitate, develop and drive strategies around Transportation Electrification (TE), hydrogen, carbon reduction strategies, sustainability and grid/network-edge emerging distribution technologies.
  • Provides leadership to the Utility on Advanced Technology Programs & Integration.
  • Communicates RPU’s vision, strategy and activities to key stakeholders including local and state government, environmental groups, academia, technology and industry organizations, etc.
  • Support the Utilities’ advocacy efforts at the CEC, FERC, CAISO and other regulatory agencies.
  • Constructively collaborates with key regulatory and industry stakeholders to achieve outcomes that align with policy.

Option I

Education: A Bachelor's degree from an accredited college or university with major course work in finance, statistics, law, business, engineering, economics, or other related field.

Experience: Seven years of progressively responsible supervisory and administrative experience in power resource management, utility finance and ratemaking theory, contract administration, resource planning, market operations, transaction development, power project administration or consulting, or other relevant utility experience.

Option II

Education: A Master's Degree in engineering, economics, mathematics, statistics, business administration or a related field.

Experience: Six years of progressively responsible supervisory experience and administrative experience in power resource management, utility finance and ratemaking theory, contract administration, resource planning, market operations, transaction development, power project administration or consulting or other relevant utility experience.

Option III

Education: A Doctoral Degree in engineering, economics, mathematics, statistics, business administration or a related field.

Experience: Four years of progressively responsible supervisory experience and administrative experience in power resource management, utility finance and ratemaking theory, contract administration, resource planning, market operations, transaction development, power project administration or consulting, or other relevant utility experience.

Necessary Special Requirement

Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
