Information Technology Division Manager

This senior management role provides strategic leadership for the Court’s Case Management System (CMS) and associated enterprise applications, including the eCourt system by JTI. The position oversees a highly skilled technical team responsible for system enhancements, integrations, and operational support, ensuring technology solutions continue to meet the evolving needs of the Court.

About the Role
Under general direction, the Information Technology Division Manager plans, organizes, and directs technology functions related to the Court’s enterprise business systems, with primary responsibility for the Case Management System (CMS).
This position works closely with executive leadership, judicial officers, operational managers, justice partners, and stakeholders to ensure the Court’s technology systems are reliable, secure, and aligned with organizational priorities.
The manager leads a technical team responsible for CMS configuration, enhancements, integrations, and operational support while maintaining strong partnerships with system vendors and internal stakeholders.
What You Will Do
Typical responsibilities include
- Plan, organize, and direct assigned technology functions in alignment with the Court’s strategic plan and service priorities.
- Oversee enterprise business systems including the Court’s Case Management System (eCourt) and related applications.
- Manage system configuration, enhancement intake, backlog governance, release coordination, and change management processes.
- Maintain vendor relationships with JTI and other CMS-related vendors, coordinating support, system updates, and strategic product planning.
- Collaborate with Court departments and stakeholders to translate operational needs into system solutions.
- Supervise and develop assigned staff, including Case Management Technicians and other technical personnel.
- Establish performance expectations, conduct evaluations, and provide coaching and corrective actions when necessary.
- Direct and manage technical initiatives and system improvements to support operational efficiency.
- Coordinate system testing, upgrade planning, and operational continuity during system updates.
- Prepare executive-level reports and presentations regarding system performance, service improvements, and strategic initiatives.
- Manage vendor contracts, RFP development, proposal evaluations, and vendor performance.
- Contribute to division budget development, monitor expenditures, and recommend cost-effective solutions.
- Develop and implement policies and procedures to ensure compliance, security, and operational consistency.
- Perform other duties as assigned.
Minimum Qualifications
Candidates must meet one of the following combinations of education and experience:
Option 1
Bachelor’s degree in Computer Science, Information Technology, Information Systems, Computer Engineering, or a closely related field
AND
Three (3) years of progressively responsible experience in application development or IT operations, including supervisory or lead experience managing complex technology projects.
Option 2
Associate’s degree in a related technology field
AND
Five (5) years of progressively responsible experience in application development or IT operations, including supervisory or lead experience managing complex technology projects.
Option 3
High school diploma or GED
AND
Seven (7) years of progressively responsible experience in application development or IT operations, including supervisory or lead experience managing complex technology projects.
